Student has been allowed to smoke on school grounds from the age of 8

Carenne Gate has learned that Carenne Special School staff have allowed a 10 year-old male student to smoke cigarettes on school grounds and in the park opposite the school. There have also been allegations that the school and its staff have supplied the student with cigarettes to smoke.

The student who started at Carenne in Kelly Thompson's class in 2008, aged just 8 was already smoking when he commenced at the school. Immediately after he started at the school the student would to withdraw from the classroom and smoke on the back steps. From time to time the student would run out of the front door of the school (past the principal and Simone Russell) and into the park opposite, across busy Browning Street to smoke. He would sit in the park smoking during school hours in his school uniform. This arrangement continued under the same teacher in 2009 until he was placed in the class of Nadine Dwyer.

Ms Dwyer and her aide Karina Molenkamp have allowed for the student to smoke both in a relatively hidden area of the school and in the park opposite the school where he is often observed unsupervised.

One Carenne staffer claimed that when she questioned Dwyer on the practice, Dwyer said "It's the only way we can keep ........ calm". Whistleblower "Karachi" says when she asked Molenkamp why the practice was allowed, she was told that the student would smoke at home because that's what people like him do. Karachi believes that Molenkamp was making comment about his ethnic background.

Under the department's "Drugs in Schools Policy", smoking is prohibited on school grounds -
Smoking on school premises, including school buildings, gardens, sports fields and car parks, is prohibited. This includes students, employees, visitors and other people who use school premises, including community groups. In the case of cross-sectoral sites (e.g. joint school/TAFE sites), a decision regarding the extent of ‘school premises’ will need to be made in the local context.
The 2004 Guide for managing drug related issues in school states "The school discipline code must include a statement that tobacco is prohibited in schools." When you have the school's principal and staff supporting a 10 year-old student smoking it is difficult to send a message that it is prohibited.

The incident further demonstrates the complete disregard for student's health at Carenne Special School.

Fancy putting Simone Russell who used to sit in the office and let the student run out the door and across the road in traffic in a position where she is responsible for the safety of students. Great move Terry Neal and Peter Harvey!

This is true you often see this student over in georges park unsupervised smoking its a wonder he hasn't been hit by a car crossing this busy road.

Simone was told as a SAM she was not to interfere in student welfare that is why she let the student run out of the front door.

Fuck off Simone. You would of just watched him and have been too lazy to get off the phone to go after him. You supplied an underaged person with cigarettes and there is photographic proof of alcohol consumption at your house and at a 16th birthday party paid for by you and Scott so get off your pedestal.

Barracus said...

You can say what you like Simone "HATHO" Russell but you still had a duty of care to the student. You saw him run out the door and you did nothing. What would of happened if he was hit by a car? You would of just done the typical Simone thing and lied about it wouldn't you?

So Simone you were responsible for the finances and you allowed staff to spend the school's money to buy cigarettes for students. No wonder you were demoted.

This is revolting. These people need to be locked up. Working with children you are meant to look our for their safety and well being, letting a student smoke is far from looking after their well being and letting an 8 yr old cross a busy road without supervision is far from looking after their safety.
I hope your all ashamed of yourselves, and i hope Karma comes back to bite you!

Simone was meant to be the aide in this class, if she was just imagine how much worse it would be. The poor child would be drinking and thinking its acceptable to have sex!

I still want to know how she was put on compo last term when her daughter got pregnant. How the fuck is that work related? Amazing that she was sick ALL TERM and then was all better just before she took up her aide position. It shows how corrupt she fucking is.

nedkelly said...

D, they should be locked up. Karachi is wrong about Karina though she never said that, it was Lee who said that because the student is an aboriginal he would just smoke anyway.

Angie, Bev, Bodie, Kelly, Prue and Nadine all supported this student smoking. They are the ones who have kept it going. It is so wrong. These people couldn't give a fuck about the kids.

The student came from Bathurst West and was allowed to smoke there. Instead of doing the right thing and getting the child to stop smoking my cunts of colleagues at Carenne instead supported it because he was "easier to handle" when he had been smoking.

One of the problems we have is that Terry Mahony, Lyn Duncan, Terry Neal and Peter Harvey all supported putting kids with behavioural issues at Carenne when we do not have the facilities to look after them. Staff aren't trained to deal with them. Only two of our teachers can and one of those supplied a kid with fucking cigarettes!

Something must be done in the name of Carenne and quick.

This student should have been supported in giving up smoking. The fact that adults can smoke and it causes so much damage should be enough for the common sense to kick in and for them to realise if it does damage to an adult what kind of damage is being done to this child's body while it is still growing and developing?
Was this reported to the police? or DOCS? Surely allowing a child of that age to smoke is against the law when supplying them with smokes is illegal!
What the teachers should have done is give the child a full education on the risks of smoking, find another, healthier stress reliever and assist and support the child in throwing that habit!

Lock the bastards up! Where is their duty of care? Their conscience? Its infuriating to know they are allowing such things to go on and in no way can they possibly justify this one!

And as for the person who said he'd just do it at home because he is Aboriginal, what a crock of shit! I know many Aboriginal people and the stereotypes that people like that stick to them are unfair and unjustified!

Lee Churches is part of the same KLAN destroying the school the whole thing is just one big sloppy steaming cowpat! With the supply of smokes / drugs of addiction we are now informed on Julies blog being paid for by this Government school which is a rats nest of dysfunctional management and staff who are perceived to be totally protected at all cost from the consequences of their nutty actions and abuse by the Department of Education and Training. It is worth pointing out when teachers blow the whistle they become targets of the Department of Education and Training, Labor government for many years used Health Quest to identify DET employees as unfit for work. Unless people get together and speak out publicly against the rot within Carenne and other government schools the few brave individuals will become victims of DET and government bullying. Dont kid your self our government is not always acting in our best interest. Have a surf here http://wbde.org/ Then consider how much of our taxes politicians use fighting their own constituents.

In 2008 our Education Minister Verity Firth put her sigunature to this; Protecting Children from Tobacco. A NSW Government Discussion Paper on the
Next Steps to Reduce Tobacco-Related Harm. See it on this NSW government link http://www.tumbashire.nsw.gov.au/files/2959/File/Attachment-Item10.5Tobacco.pdf

Foreword
One in two lifetime smokers will die from their habit; and a third of those deaths will
occur in middle age. This is a future few parents would wish for their children.
Yet research shows that over 20% of 12 to 17 year old students in NSW have
smoked tobacco in the past twelve months, and over 10% consider themselves
smokers.
The teenage years are the most common time for taking up smoking, with 80% of
current smokers saying they began before age 20. And the earlier one takes up
smoking, the harder it is to quit. Already by the age of 20, more than 80% of smokers
wish they had never started, having underestimated the addictive power of nicotine.
We must help our next generation of young people make better choices about their
health.
The NSW Government is exploring a number of policy options to reduce young
people’s exposure and access to tobacco. A key aim in all of these options is to ‘denormalise’
smoking – to make it more and more the exception, rather than just simply
accepted.
Some of the options canvassed in this paper may be controversial. Always with
tobacco, there are competing health and business interests.
That’s why it’s time for the whole community to have its say.
The Government wants to hear from you. Which of the policy options in this
Discussion Paper do you support? Where do you think the right balance on tobacco
laws is? And what ideas do you have to help us stop the harm caused to our
community by smoking?
Together, we can prevent our children being tempted by a habit that will lead to
addiction and cut years off their lives.
I look forward to your contribution to this debate.

Whats happening do NSW police force members and the family of one who has been identifed understand what is wrong with using our governments money to buy and supply tobaco products to underage children? Is there any truth in the reports that the serious misconduct unit has done nothing productive with complaints directed for their attention relating to Carenne Special School for almost three years now. We are able to read here and elsewhere how certain investigative bodies have become rather agressive with whistle blowers. Is that indicative of government intransiganc, shit!
