Moon reprimanded over improper Assisted School Travel medical plans

Following a report on this blog in March that Assisted School Travel Unit manager Catherine Naismith ignored complaints about Carenne Support and Neil Moon over their handling of an incident where a student had a seizure and suffered from hypoxia while being transported home from school.

In that article, Julie Brown was critical of Neil Moon for failing to follow department policy by not making information available to drivers and Travel Support Officers. As a result of the article, the Bathurst Schools Office received a number of calls from concerned parents and launched its own investigation.

The investigation found that Neil Moon had negligently failed to provide bus staff with health care and behaviour management plans and that he had failed to have staff trained in their implementation. Neil Moon was told he was to arrange for information to be communicated to bus staff and to arrange training for bus personnel.

As a result of the blog posting and subsequent investigation, Neil Moon has arranged training for bus personnel for a total of five hours on two separate days. Despite the first of those sessions not being carried out properly, with confidential student information being discussed in front of all present staff were trained in high risk areas and provided with the behaviour and health care plans required under departmental guidelines.

The outcome is a testament to what can happen when issues are reported on this blog, complained about by parents and action taken.

Steve Minshull caught smoking in the bus

One of the corrupt Capebase bus drivers, Steve Minshull who has come under fire on this blog for his driving and management of students has been observed smoking a cigarette in a bus used to transport students to and from the Carenne Special School.

A parent observed Mr Minshull driving his bus on the Great Western Highway towards Kelso while smoking a cigarette. "There were no kids in the bus at the time but how do we know if he does or doesn't do it with kids in there?" asked the parent.

"Even if there aren't kids in there while he is smoking it still gets into everything and this bus has asthmatic kids on it, what happens if it triggers an asthma attack?"

DET Snitch told Carenne Gate that it was against department policy to smoke in any DET vehicle or those used to transport students. "We disallow it for the very reason that the smoke can linger as can the smell from it," said DET Snitch.

It once again shows that Mr Minshull cares nothing for the health and wellbeing of students in his care and that he is an unsuitable person to be driving a vehicle used under the Special Needs Transport Service.

Student has been allowed to smoke on school grounds from the age of 8

Carenne Gate has learned that Carenne Special School staff have allowed a 10 year-old male student to smoke cigarettes on school grounds and in the park opposite the school. There have also been allegations that the school and its staff have supplied the student with cigarettes to smoke.

The student who started at Carenne in Kelly Thompson's class in 2008, aged just 8 was already smoking when he commenced at the school. Immediately after he started at the school the student would to withdraw from the classroom and smoke on the back steps. From time to time the student would run out of the front door of the school (past the principal and Simone Russell) and into the park opposite, across busy Browning Street to smoke. He would sit in the park smoking during school hours in his school uniform. This arrangement continued under the same teacher in 2009 until he was placed in the class of Nadine Dwyer.

Ms Dwyer and her aide Karina Molenkamp have allowed for the student to smoke both in a relatively hidden area of the school and in the park opposite the school where he is often observed unsupervised.

One Carenne staffer claimed that when she questioned Dwyer on the practice, Dwyer said "It's the only way we can keep ........ calm". Whistleblower "Karachi" says when she asked Molenkamp why the practice was allowed, she was told that the student would smoke at home because that's what people like him do. Karachi believes that Molenkamp was making comment about his ethnic background.

Under the department's "Drugs in Schools Policy", smoking is prohibited on school grounds -
Smoking on school premises, including school buildings, gardens, sports fields and car parks, is prohibited. This includes students, employees, visitors and other people who use school premises, including community groups. In the case of cross-sectoral sites (e.g. joint school/TAFE sites), a decision regarding the extent of ‘school premises’ will need to be made in the local context.
The 2004 Guide for managing drug related issues in school states "The school discipline code must include a statement that tobacco is prohibited in schools." When you have the school's principal and staff supporting a 10 year-old student smoking it is difficult to send a message that it is prohibited.

The incident further demonstrates the complete disregard for student's health at Carenne Special School.

Carenne staff bully driver using faeces

Also posted to Sydney Indymedia

On Monday February 8 2010, students from Carenne School in Bathurst were forced to travel on a bus between Bathurst and Lithgow after staff had placed faeces on the front seat. According to witness accounts, a number of Carenne School staff were standing around and laughing as the driver got in and found the stinking mess.

On a blog that evening, one of the staff posted asking whether the driver liked her present that was left for her. The story then came out that someone had placed faeces on the seat of the bus in an attempt to bully the driver.

Students then had to travel from Bathurst to Lithgow in a bus stinking of faeces.

It further demonstrates bullying and threats at a school full of problems.

ADDITIONAL INFORMATION 10/02/2010:
Parents have contacted the principal of Carenne Public School, Neil Moon and Bathurst Schools Director Peter Harvey about the bullying of a driver using human faeces and the transport of students in a bus smelling of faeces for three days.

The schools director told parents that the bus was vandalised and the vandals must have put the faeces in the bus. Carenne principal Neil Moon told parents that a student had an "accident" on the front seat of the bus. Posts on this website indicate otherwise.
