The mouth of Carenne Support Limited, Paul Knight has resigned from the board of directors following a disagreement with Geoff Salmon, Terry Mahony and Mary Housler. According to a source inside the organisation, the disagreement related to Salmon and Mahony's plans for a fundraising campaign to purchase replacement buses.
Knight believes that it wasn't right for Carenne Support to call for donations to purchase vehicles when it already has $150,000 in the bank and had been using them to make money. He believed to do so would bring more negative publicity to the organisation.
Carenne Special School conducted a fundraising appeal in 2004 and 2005 to purchase new vehicles for the school. Those vehicles ended up in the hands of Carenne Support instead of the school as they were purchased for. The falling out with Paul Knight shows how quickly those in control will turn on those who disagree with them.

Neil Moon defrauds the public
In years to come when people look at the history of Carenne Special School in Bathurst, Neil Moon's principalship will be remembered as being one of cover-ups, lies, incompetence and stupidity. Neil Moon showed his tendancy for the last during his interview with Radio 2BS today.
During the interview, Mr Moon mentioned the upcoming Variety Club Bash and how the school owes them a debt of gratitude because Variety gave the school financial support to purchase two buses. What Moon didn't realise is that his slip has quite significant ramifications for Carenne Support. Here you have yet another principal claiming that the funds raised for the Carenne bus appeal were actually raised for the school.
If Variety donated to the school (which is what the rest of the Bathurst community did, as they were led to believe the buses were for the school), why did the school give the money to Carenne Support? Why does Carenne Support own the buses and use them for business?
The issue raises very serious concerns about Terry Mahony, the school's principal at the time. Why did he allow the money to be siphoned to Carenne Support? Why did he lie to the community?
It's time the Bathurst Detectives actually do their job and charge every director of Carenne Support at the time with fraud.

Neil Moon covered up child sex assault at Holman Place
Neil Moon, the incompetent and corrupt principal of Carenne Special School has been accused of covering up a sexual assault between students at Holman Place Special School in Cowra during his tenure as principal.
Neil Moon took over as principal at Holman Place, first in a relieving capacity then permanently after Terry Mahony was promoted to principal at Carenne in 2004. Within months the Holman Place community began talking about the differences between the school with Mahony as principal and that under Moon. The behaviour of students worsened, staff morale was low and parents described Moon as "pompas" and "unapproachable".
In 2008 an incident occurred at the school where an older student sexually assaulted a younger student. With only 15 students in the entire school, the victim had to face the attacker everyday. The parents of the victim spoke to Neil Moon, who persuaded them not to involve the Police because their daughter would be seen as the one instigating the assault. "He told us not to report it to the Police because they wouldn't believe (name removed) and would think she instigated it," said the child's mother.
In a shock to the victim's parents, Moon then said "Nobody likes a dobber, she is disabled, she will get over it."
The incident was never reported to senior department officials and was kept a secret by Neil Moon, similarly to how he runs Carenne.
Neil Moon is an ineffective principal and should be demoted or dismissed, his history at both Holman Place and Carenne is appalling and demonstrates his complete lack of regard for student welfare and departmental processes.

LSLD more like LSD to Carenne
Barry O'Farrell's highly supported Local Schools Local Decisions (LSLD) program, which aims to give principals more control over staffing and school finance will be result in further issues at the maligned Carenne Special School in Bathurst according to staff.
Carenne Gate has been supplied with meeting minutes discussing what to do when the program begins to be implemented on Day 1 of Term 2. Under the program, Neil Moon will be able to make purchases under $5,000 from his choice of supplier. According to the meeting minutes, a number of people associated with Carenne staff will be rewarded:
Nedkelly told Carenne Gate that staff were already discussing how to get their friends into jobs and how to make sure friends and family benefited from the new supply arrangements. She said the arrangements were a return to the "early days of Terry Mahony's principalship."
"I don't care, if this fucking shit goes on, I will be making a complaint to ICAC. I'm over these cunts dragging the school's name through the mud," said Ned Kelly.
It shows that Neil Moon is an ineffective leader who can be easily corrupted by staff at the school.

Carenne Support fails to make financials transparent
The corrupt organisation at the centre of the Carenne Gate Affair, Carenne Support Limited has failed to lodge its annual financial reports with the Australian Securities and Investments Commission this year. It had until October 30 to do so.
Despite only being required to if requested by ASIC or 5% of its members, in the past, Carenne Support has lodged its financial reports with the regulatory body. To stop lodging its reports, Carenne Support looks as though it is trying to hide something and should not be trusted by the general public.
It has already been publicised that key people associated with the charity are unsuitable, with Christine Porter accused of defrauding ADHC and neglecting students, Geoff Salmon running his own company into massive debt and attempting to carjack a Carenne protester, Paul Knight defrauding people on eBay and Terry Mahony telling the Bathurst community that the two buses being purchased were for the school.
Any person considering making a donation to the organisation should be careful as it obviously has something to hide and is not being open and transparent in its operation.
The organisation is not the first charity associated with Carenne to change its practices to avoid scrutiny, with the Bathurst Riding for the Disabled Association changing its structure to avoid transparency.
It's time that the authorities look into the plethora of issues surrounding Carenne Support.

Neil Moon's $16,000 lie
Once again corrupt Carenne Special School principal, Neil Moon has defrauded the Bathurst community by making claims that are not true. The Bathurst Bulldogs Rugby Club recently donated $16,000 to the school so that the school could continue its hydrotherapy program.
In a statement to the Western Advocate, Mr Moon said that the $16,000 would go towards funding an "ongoing hydrotherapy program" and possibly the purchase of iPads for students.
Mr Moon neglected to tell his donors that Carenne has had a hydrotherapy program for many years under an agreement with Bathurst Hospital which costs the school nothing. In the past, the department had planned a hydrotherapy pool for the school - the same as the Anson Street Special School in Orange, however Michael Auld and Terry Mahony's lobbying to have the Riding for the Disabled Association moved to the rear of the school ended these plans. It was realised that due to Auld and Mahony's incompetence that there was no room to build the facility, which could have benefited a greater number of students.
According to nedkelly, the school's purchase of iPads is only to secure Christine Porter's position at the school. "Christine claims that they have to be setup and monitored by a speech therapist, so the whole idea of the iPads is to make sure she still has a job even though ADHC are employing therapists independent to Carenne Support."

Western Advocate gets only half the story
Staff and parents associated with the troubled Carenne Special School were surprised to open Friday's Western Advocate to find that the East Bathurst Rotary Club, under president Terry Mahony donating two Apple iPads valued at $1,200 to Carenne.
The article fails to mention that Mr Mahony was principal of the school in the past and is a director of corrupt school-based charity Carenne Support.
The article also mentions that Christine Porter is the school's speech therapist, despite her not being employed by the school but instead by Carenne Support. It is not the first time Ms Porter has attempted to present herself as being an employee of the department.
According to Carenne whistleblower "nedkelly", Porter likes to take credit for the iPad project at the school, despite having nothing to do with the initial planning for it. When will Peter Harvey act on Neil Moon

Neil Moon's tenure as principal of Carenne School has been nothing short of appalling. He inherited a school with serious issues, however in the space of 18 months has done absolutely nothing to resolve them and in some areas the school is far worse than it was when he took over from Terry Neal who was principal in a relieving capacity.
As School Education Director, Peter Harvey should be looking at Moon's performance closely and taking some serious action. How Neil Moon hasn't been placed on a Performance Improvement Program (PIP) is always a hot topic of discussion at SEA.
A Performance Improvement Program is implemented for a principal when they fail to meet key requirements of the position. These objectives fall into the area of educational leadership, educational programs, learning outcomes, student welfare, staff welfare, management and development, financial and physical resource management and school and community partnerships.
Educational Leadership
Neil Moon has failed to ensure the education and welfare of all students, ensuring effective teaching and learning practices throughout the whole school and has failed to collaborate with the school community.
Students in certain classes learn while others do not. There are a number of teachers at Carenne who are of concern to SEA, notably Michael Auld and Ros Luther. Both of these teachers have a poor history of educating students at Carenne, with Auld being more interested in pet projects such as RDA. These projects are taking away from student's education while being supported by Moon.
Moon has never collaborated with the school community. The results of the school review were covered up and major changes have not been communicated to parents and carers.
Educational Programs
Educational programs is an area where Neil Moon has improved the school. He has required more realistic work experience and has more students participating in vocational programs. He has also implemented the QuoCKA and PBL programs.
His only let down in this area is by letting Auld do what he likes with agricultural programs while neglecting students other curricular needs.
Learning Outcomes
In a school like Carenne, learning outcomes are hard to measure. If you look at how many students go on to successful post-school programs and how many students receive their HSC in Living Skills, Carenne has always done well.
Again, Auld is the let down of Moon in this area. He is allowing too many of the schools resources to be allocated to agriculture programs that students and parents are not interested in.
Student Welfare
This is one of the most important areas for a principal to manage and Neil Moon has performed abysmally. Most parents do not believe that Neil Moon can guarantee safety of their children and many are aware of the documented cases of abuse which has occurred at the school.
The school's policy of supplying tobacco to a student, sitting on students to restrain them, calling the Police when Autistics are having an episode, threatening students with violence and allowing students to be sexually assaulted by other students and staff all cause Moon's complete failure in this area.
Staff Welfare, Development and Management
Another important area and another complete failure for Moon. During Moon's time as principal the number of workers compensation claims has skyrocketed. The culture of the school is poisonous, with there being obvious divisions and a pack mentality among some staff. The school's decision making is seen as autocratic and most staff are unaware of their obligations under the Code of Conduct.
Staff such as Auld and Luther should have been placed on improvement programs but have not, causing students to suffer.
Physical and Financial Resource Management
This is another area that Moon has done poorly on. He has allowed for school funds to be diverted to programs such as RDA and the Therapy Farm without consulting with Finance. Some individual class budgets ran out last year and resources are wasted on programs that benefit only a small number of students.
School and Community Partnerships
No principal at Carenne will ever come close to Terry Mahony in this area. Terry was able to forge relationships between Carenne and almost anyone. Under Neil Moon, the views of parents and the school community are seen as unimportant, support for the P&C has been minimal and the perception of the school in the community has been mediocre.
It's time that Peter Harvey does what parents and students expect and deserve and take action against Neil Moon.

Carenne continues to break departmental guidelines on work experience transport
The executive of the troubled Carenne Special School continue to breach departmental child protection policies with its transport arrangements for taking students to and from work experience according to whistleblowers at the school. Carenne has been beset with child protection issues for some time, from the poor supervision of students, locking them in a torture room, physically abusing them and the sexual relationship between a teacher and student that was proven in court.
Despite Carenne's history of child protection issues, the school executive continues to breach child protection guidelines relating to the supervision of students by requiring School Learning Support Officers to transport students to and from work experience by themselves. Under departmental guidelines, SLSOs are not to be solely responsible for supervising students, a teacher must be present at all times.
Concerns about work experience arrangements have been raised by staff over a number of years with former principals Terry Mahony, Lyn Duncan, Terry Neal and current principal Neil Moon. According to savecarenne, she was told by Mr Mahony that the travel arrangements were approved by staff at the district office and that the rules had been bent for Carenne.

Neil Moon a man of spin says staff
A number of Carenne Special School staff have complained about what they call spin in today's Western Advocate about the official opening of the new block at the school. As previously reported, the grand opening was a flop with former Carenne supporter and state education minister Verity Firth snubbing the event.
In his interview with the Western Advocate, Mr Moon said "The upgrades have included the introduction of interactive white boards into each classroom and improved access to technology." Staff claim that this is false as every classroom had interactive whiteboards under Terry Mahony's principalship in 2006. "For Neil Moon to take credit for the vision of Terry Mahony is a joke," said Barracus.
"Neil Moon will never be the principal that Terry Mahony was. Terry Mahony was a leader, Neil Moon is just a 'yes man'", said another Saviour.
According to staff, interactive whiteboards from the demountables were removed and installed in the new building by Michael Auld and Doug Rowe. Staff reported to Julie Brown last year that the projectors were not mounted properly and were affected by skylights in the roof. Since then, a short-throw system has been installed in one classroom in the new building.
"Clearly Neil Moon is a liar, but that's what we have come to expect from him," said one Saviour.

Carenne teachers accessed porn
Amid controversy about NSW MPs accessing pornography and possibly child pornography from parliamentary computers, a number of Carenne Special School whistleblowers have made allegations that pornography has been accessed by staff at the school.
One Carenne Saviour told Carenne Gate that prior to Carenne's internet being filtered, staff and students accessed pornography from school computers. The saviour alleged that she was told by Michael Auld's then aide Melinda Gavin that he had a porn addiction and accessed it from school. According to Barracus, there was an incident for which Michael Auld ws reprimanded by Terry Mahony in 2006 when he started a computer and displayed pornography on a whiteboard attached to the computer.
According to whistleblowers, Louise Smith was also reported for accessing pornography as was Anne Baskerville.
"Diva" and savecarenne told Carenne Gate that they approached Terry Mahony in June of 2006 and reported Ros Luther encouraging students to access pornographic websites as it was a reliable source of 'sex education'.

The Saviours claim that assistant principal Terry Neal and Michael Auld would trade porn with male students. Carenne staff questioned by DET
With a plethora of lawsuits pending against the Department of Education and Training and Carenne Support, a team from the department's legal branch descended upon the school on Friday to interview a number of staff, past and present.
The Carenne Saviours claim that as with most of these 'interview days' as they are now called, the department calls on those which it knows will lie and say what it wants. One Saviour told Carenne Gate:
"Of course they are going to lie for the department, they know that they need to cover their own hides now. They know that they need to either set someone else up or deny it happening."
Of most concern is claims by Carenne staff that staff from the legal branch have asked for documents to be falsified or to go missing. "Terry Mahony openly boasted that he was asked by the department's solicitors to make up a contract for Nathan Carter so they could use it in court," said Barracus.
With the number of issues at Carenne it is time that senior staff start putting pressure on Peter Harvey to clean up the school.
The Carenne Saviours claim that as with most of these 'interview days' as they are now called, the department calls on those which it knows will lie and say what it wants. One Saviour told Carenne Gate:
"Of course they are going to lie for the department, they know that they need to cover their own hides now. They know that they need to either set someone else up or deny it happening."
Of most concern is claims by Carenne staff that staff from the legal branch have asked for documents to be falsified or to go missing. "Terry Mahony openly boasted that he was asked by the department's solicitors to make up a contract for Nathan Carter so they could use it in court," said Barracus.
With the number of issues at Carenne it is time that senior staff start putting pressure on Peter Harvey to clean up the school.

Responsibilities blurred at Carenne for years: Rosenberg
Carenne Special School whistleblower, "Jake Rosenberg" has spoken out about teachers leaving aides unattended with students in direct defiance of their role statement, child protection rules and against the advice of their union.
Rosenberg reports that it is common practice at Carenne for teachers to leave the classroom for extended periods and expect for the aide to supervise students. Rosenberg also says that aides have been asked to use their own vehicles to transport groups of students to and from work placements. She claims that this practice has been supported by successive principals from Jock Roxborough through to Neil Moon.
When Rosenberg raised the issue with Mr Moon, she was told not to be a "whinger" and to just do her job.
Rosenberg claims that the worst culprit for leaving their aide unattended with students for extended periods is Anne Baskerville. "She leaves her aides all the time, she might get a call from Neil Moon to go to another class to settle a student down but most of the time she is outside speaking, cuddling and kissing [name removed]."
Rosenberg says she is concerned about what would happen if there was an incident in the class while Baskerville was off doing something else. "It's the class for the really disabled kids, the ones that need to be looked after more than the rest, she shouldn't be off frolicking with other students or being called to other rooms, it's wrong."
Rosenberg says that the problem is spread throughout the school. "Peter Richards, Michael Auld, Ros Luther, they all leave aides unattended with students. On work experience days aides and teachers take kids to work in their own cars."
Barracus told Carenne Gate that the practice of taking students to work placements by both teachers and aides needed to be re-evaluated.
"I have told Neil Moon that it is asking for another allegation to be made. There were allegations that Anna Blackburn and David Withyman were getting intimate to and from work and TAFE, what's to stop that happening again. Nothing. Of course, you know what Moon did? Blew me off!," said Barracus.
According to documents by the Public Service Association, School Learning Support Officers (formerly teacher's aides) are not to supervise students. They are also not to take them to and from work experience or other activities. Only teachers can supervise students. The PSA recommends that any SLSO who is pressured to do this should contact them.
What it shows is that once more, the executive of Carenne are incapable of following the department's child protection guidelines. It also shows the appalling leadership qualities of Mr Moon who will not listen to concerns from his staff.

Inside the Klan: Nedkelly exposes Lee Churches' plan to ruin whistleblower
Carenne Special School whistleblower "nedkelly" has told Carenne Gate that Lee Churches told her of complaints made about her by dismissed whistleblower Brian Carter and masterminded the plot against him. She claimed it was just one of a series of dirty tricks pulled by the klan.
"nedkelly" claims that she was warned by Miss Churches that Mr Carter was blaming her for his dismissal due to complaints made about him by her.
Nedkelly told Carenne Gate -
"Before he was sacked, I was told to make complaints about Brian Carter by Lee and Michael, they wanted him gone because he knew about many of the scams and child abuse going on."
"The quickest way to discredit him was to have him sacked. Lee told me I would be one of the first to go down and I panicked."
Nedkelly says that when her and another Klansmen's complaints went nowhere they changed tact.
"By that stage Michael wanted Nathan Carter out of the way too. Nathan had reported him for something and Michael said he had to go. Anyway, the main target was Carter so we bribed Terry. We threatened for him to sack Carter or we would expose his wrongdoing. This was entirely Lee's idea."
It is claimed that outgoing principal took the bait and eventually sacked Mr Carter. When Mr Carter protested and said he knew of the group who underlaid his dismissal, Mr Mahony allegedly told assistant principal and fellow Carenne Support director Lee Churches who warned nedkelly and others about Mr Carter's complaint.
"Lee told us to have someone make mischief first day back so that Carter looked bad to the new principal. She knew he would be blamed."
Nedkelly then claims that her and a number of others approached Lyn Duncan at the insistence of Ms Churches claiming they were concerned about their jobs following Mr Carter's claim that they had caused his dismissal.
After this, Nedkelly claims to have written anonymous letters to the school and School Education Director Peter Harvey at the direction of Lee Churches.
"I would write these letters defaming myself and the rest of the klan because Lee said it would look like Carter was doing it, Lyn fell for it, " said nedkelly.

Carenne Court Update
With the actual number of cases against Carenne Special School staff and associated persons unknown it is hard to provide a complete list. There are both criminal and civil cases before the courts about this school.
David Withyman case
The case of a former Carenne Special School student who alleges he had a sexual relationship with a teacher will continue in the District Court in Sydney on Monday. It will be heard in room 13C of John Madisson Tower before Judge Elkaim. The case has been heard for four to five weeks now.
Criminal charges against Carenne executive staff
The criminal charges against Carenne principal Neil Moon and two of his assistant principals Lee Churches and Terry Neal were again before the court on Monday. According to court staff Nathan Carter has been replaced by the Director of Public Prosecutions as the prosecutor. The case returns to court on 27 July 2010.

The criminal charges against Carenne Support director Geoff Salmon will be heard on 7 September 2010 after he plead not guilty.

Terry Mahony lied to DET about transport eligibility
A further allegation of how Carenne Support is rorting the Special Needs Transport Scheme has been revealed, again involving former Carenne Special School principal Terry Mahony.
Independent investigations have revealed that a large number of students on Carenne Support's smaller bus run are not eligible for transport under the SNTS. One of the conditions for the Department of Education and Training to approve travel under the SNTS is that there must be a demonstrated inability for a parent or carer to provide transport either fully or in part.
Questionable transport arrangements were first revealed on this blog in February when it was revealed that Carenne teacher, Janelle Kemp had been granted SNTS transport for her son who attends Carenne despite a parent being unable to do so.
It is alleged that Terry Mahony would write letters for parents to submit to the education department explaining why they can not provide transport. Mr Mahony would then recommend that students be allocated to one of Carenne Support's run.
It demonstrates yet another serious breach of guidelines and another carefully planned rort by Carenne Support.

Carenne electrical work performed by relative
It has been revealed by Carenne whistleblower "nedkelly" that former principal Terrence Mahony bypassed the department's proper maintenance procedures by using the husband of a teacher's aide to perform electrical work at the school.
Nedkelly has provided evidence that Avairs Klavins, husband of Dianne Klavins to perform electrical work at the school despite work being supposed to be done by a department approved contractor. Terry Mahony bypassed departmental guidelines so he could pay Mr Klavins it has been revealed.
It provides further evidence that Carenne Special School will bypass department guidelines to ensure they can feather their friend's own nests.

Carenne Support breaches contract


On Monday, "hatho" sent Carenne Gate bloggers a copy of the contract Carenne Support drivers are expected to sign when they commence employment with the company. Hatho claims that Christine Porter, Paul Knight and Terry Mahony had designed it to try and have a particular employee forced out.
Hatho says that they recall Lee Churches, one of Carenne Support's directors claiming that she had concerns about the contract where Carenne Support had tried to place responsibility back on the school to keep drivers up to date on changes. Hatho claims that Lee wrote a complaint to Gail Vasic complaining about it.
As yet another example of the poor treatment gives its employees, the contract proves that Carenne Support is breaching it by replacing the Lithgow driver's job. The contract says -
I understand that while this is a casual position termination of this arrangement isHatho claims that Carenne Support has changed the job to try and push bus driver Jenny O'Neill out of her position by making her redundant. Hatho claims that this was schemed up by Christine Porter and Mary Housler towards the end of last term during discussions at the school.
dependent upon (i) a failure to abide by the above items or (ii) Carenne Support Limited’s loss of the tender for the bus runs with Department of Education. In the event of a loss of tender Carenne Support Limited undertakes to give the driver as much notice as possible of the termination of the run.

Gail Vasic wouldn't investigate claims made about Carenne Support because they happened while Terry Mahony was principal

After receiving a complaint via the department's Employee Performance and Conduct directorate, Gail Vasic (Manager of the Special Transport Unit) conducted investigations into a number of claims made by Carenne whistleblower Brian Carter, she however limited these investigations to what happened in 2009 not what happened during the time frame in which Mr Carter complained about.
In the letter, Ms Vasic claims:
As you are aware Terry Mahoney is no longer the principal of Carenne School therefore I have restricted my response to the current operation of the School Student Special Transport Scheme as it applies to Carenne Support Limited.
This claim indicates that the department had no interest in investigating allegations made about Carenne Support's activities prior to 2009 as Mr Mahony was no longer principal of Carenne Special School. Despite this, Mr Mahony remained a director of Carenne Support and was still an employee of the department (who was on long service leave) when the complaints were raised.
When these complaints involve defrauding the government, breaching child protection guidelines and the roadworthiness of vehicles used to transport special needs students they should have been thoroughly investigated.

Terry Mahony lied about not knowing about the student going to Lithgow

Repeated claims to the NSW Department of Education and Training and the Bathurst community that Terry Mahony did not know about a student going to Lithgow on a bus return one day per week have been proven complete lies with the release of a document by blog user 'hatho'.
Hatho supports the Carenne Saviour's claims that Brian Carter had taken the student to Lithgow one day per week return at the advice of Ros Luther and Terry Mahony.
Hatho has supplied a copy of a 'Hazard/Incident Report Form' which shows Mr Mahony knew the student was being taken to Lithgow as early as September 2008.
It provides further proof that Carenne Support will lie to suit their own agenda. Carenne Gate bloggers call on an immediate independent investigation into this organisation.
