A person posting on this blog under various names including that of a Carenne Special School whistleblower milly and using the email address of former Carenne employee Stephen Donno from IP address 101.161.180.115 has made an allegation on this blog about corrupt Police in Bathurst.
The imposter claims to have been told by Police who they believe is behind this blog. When Police are conducting an ongoing investigation into this blog and those providing it information providing information to a third-party amounts to corruption.
This same person has then admitted to providing illegally obtained Police information to the media.
It's not the first time Police have leaked information. A parent who used this blog to raise awareness about abuse at the school had his Police record leaked and school staff were told who the Police believe uploaded documents to this blog.
The imposter's claims show real problems with Bathurst Police.

Neil Moon defrauds the public
In years to come when people look at the history of Carenne Special School in Bathurst, Neil Moon's principalship will be remembered as being one of cover-ups, lies, incompetence and stupidity. Neil Moon showed his tendancy for the last during his interview with Radio 2BS today.
During the interview, Mr Moon mentioned the upcoming Variety Club Bash and how the school owes them a debt of gratitude because Variety gave the school financial support to purchase two buses. What Moon didn't realise is that his slip has quite significant ramifications for Carenne Support. Here you have yet another principal claiming that the funds raised for the Carenne bus appeal were actually raised for the school.
If Variety donated to the school (which is what the rest of the Bathurst community did, as they were led to believe the buses were for the school), why did the school give the money to Carenne Support? Why does Carenne Support own the buses and use them for business?
The issue raises very serious concerns about Terry Mahony, the school's principal at the time. Why did he allow the money to be siphoned to Carenne Support? Why did he lie to the community?
It's time the Bathurst Detectives actually do their job and charge every director of Carenne Support at the time with fraud.

Escort rules unfair: Operator
A bus operator under the troublesome Assisted School Travel Program has spoken out about the new escort arrangements introduced as part of the changes for 2012, calling them unfair.
Under the previous system, bus operators were paid from the time they collected the first department approved passenger - which could be a student or escort until they dropped off the last passenger. This allowed for longer runs to be paid exorbitant amounts, while unescorted runs only got paid from the first student to the last student.
Under the new system, bus operators are paid a 15% bonus for having an escort, with the pay being determined from the first student picked up to the last student dropped off. They are no longer paid for the time an escort is on the bus.
One operator told Carenne Gate they considered the changes unfair.
"We have a 300 kilometre a day run, that we used to be paid the whole amount for. Now we are paid for 175 kilometres a day, with each kilometre paid far less than before," said the operator.
A source in the Assisted School Travel Unit told Carenne Gate that she believed the tender process and the new rates were bought in to stop rorting. "You can not believe how complicated the old system was, and how easily you could rort it," said the whistleblower.
"The new system was supposed to simplify how everything worked and stop the rorts."
Another departmental official told Carenne Gate that the new system was bought in as a recommendation of the Independent Commission Against Corruption.
"You would have rouge operators such as one in this area which would put down more kilometres than they were traveling and who were getting in some cases double what some of the others were getting,"
"The ICAC said it was befit with massive issues," said the official.
Once again, the NSW Department of Education and Communities has failed a key program for disabled students in the state.

ASTU officer George Kalinin identified as corrupt
Following Libertarian's expos'e of Capebase Pty Ltd and its close relationship with an officer of the Assisted School Travel Unit (ASTU) known as George, Carenne Gate was flooded with details about the corrupt officer.
Carenne Gate can reveal that George Kalinin, a senior transport officer at the ASTU has been heavily involved in rorts surrounding the Assisted School Travel Program (ASTP) for years.
One such rort is a system of mates rates for particular bus operators, hand selected by Kalnin himself. These rates mates were referred to as the department standard rate. The department standard rate in 2011 for a bus such as those used by Carenne Support and Capebase was $3.12 per kilometre, with a daily minimum of 100 kilometres (or $312 per day). Preferred operators such as Carenne Support, Capebase and TRAILS were paid the standard rate while other operators were not even told of its existence.
Kalinin is heavily involved in the allocation of runs at the ASTU and has rewarded his mates with lucrative runs, despite their history of major issues.
Kalinin was also known to bully drivers and operators, telling them if they complained about the system they would lose their run and it would be allocated to another operator. These re-allocations were ordinarily made to Capebase or other operators paid according to the department standard rate.
Kalinin has threatened drivers and operators who reported safety issues with both vehicles and individual students. Kalinin told these people making complaints to mind their own business and if they pushed the issue they were warned that there would be serious consequences.
Kalinin has also bullied parents, telling them if they complained too much he would just end their eligibility for transport and they would have to take their own children to school.
Numerous complaints about Kalinin have been made to both Gail Vasic (former ASTU manager) and Catherine Naismith (current ASTU manager) with no action being taken. His corrupt activities at the ASTU have been reported to politicians on both sides of the political divide and has been referred to the Independent Commission Against Corruption, yet no action has been taken against him.

Capebase refuses to cater to special needs, rewarded by DEC
The NSW Department of Education and Communities has once again shown its complete incompetence in relation to its administration of the Assisted School Travel Program (formerly known as the Special Needs Transport Service) with the revelation that Capebase Pty Ltd, an organisation which has featured on this blog for defrauding the department, having dangerous drivers and abusing students has taken over a run in the Blue Mountains formerly serviced by Katoomba-Leura Cabs.
Parents vented their anger to the Blue Mountains Gazette which has named and shamed the organisation for refusing to guarantee that they can guarantee to be able to cater to the special needs of students.
Les Ross and Capebase have been given special treatment by the department for years. It is well aware of the issues surrounding it, yet like Carenne Support it continues to be rewarded with lucrative transport contracts.
It's time for the education minister to sack Catherine Naismith, the manager of the Assisted School Travel Unit and to announce an inquiry into why organisations such as Capebase and Carenne Support were awarded contracts given their past poor performance.

Neil Moon's $16,000 lie
Once again corrupt Carenne Special School principal, Neil Moon has defrauded the Bathurst community by making claims that are not true. The Bathurst Bulldogs Rugby Club recently donated $16,000 to the school so that the school could continue its hydrotherapy program.
In a statement to the Western Advocate, Mr Moon said that the $16,000 would go towards funding an "ongoing hydrotherapy program" and possibly the purchase of iPads for students.
Mr Moon neglected to tell his donors that Carenne has had a hydrotherapy program for many years under an agreement with Bathurst Hospital which costs the school nothing. In the past, the department had planned a hydrotherapy pool for the school - the same as the Anson Street Special School in Orange, however Michael Auld and Terry Mahony's lobbying to have the Riding for the Disabled Association moved to the rear of the school ended these plans. It was realised that due to Auld and Mahony's incompetence that there was no room to build the facility, which could have benefited a greater number of students.
According to nedkelly, the school's purchase of iPads is only to secure Christine Porter's position at the school. "Christine claims that they have to be setup and monitored by a speech therapist, so the whole idea of the iPads is to make sure she still has a job even though ADHC are employing therapists independent to Carenne Support."

Sexist staffing practices at Carenne
It can be revealed that once again, Carenne Special School has bypassed proper merit selection procedures and appointed staff based on their gender and Carenne staff's own beliefs.
At the beginning of November, two School Learning Support Officer positions were filled through the ordinary interview process, with the positions going to Adam Ryan and Zach Baker. An aide who has been involved with the school for a number of years, Sue Sewell was passed over because the school needed male aides according to Neil Moon.
Moon's claim that Mrs Sewell was less suited to the job than Mr Ryan and Mr Baker because she is female is a case of blatant sexism. Staff outside of the KLAN believe Mr Ryan and Mr Baker to be immature and inexperienced. Carenne whistleblower Barracus told Carenne Gate that she believed Sewell to be a much better choice -

Is this Bathurst's biggest con-artist?
Once again, corrupt Carenne Special School teacher, Michael Auld has been involved in the deception of donors to the Bathurst branch of the Riding for the Disabled. The Western Advocate reported today that campers at Mount Panorama had donated $1,000 to RDA for it to purchase equipment for a new horse and riding boots for participants taking part in the program.
Carenne Gate received an angry response from staff and parents at Carenne saying that students didn't wear special riding boots when going horse riding and that there organisations far more deserving of the $1,000.
Parents told Carenne Gate that they had to pay around $100 per year for their child to take part in the horse riding program in addition to fees for the therapy farm. They said they did not know where these fees went.
In the article, Michael Auld claims to be a coach at RDA - a claim that is completely false. The only coach at RDA is Melinda Gavin, which is why whenever she is unavailable the program is suspended (without parents being refunded). A trainee coach, Lauren Dare has only recently become involved in the association, following it being grilled for over a year by parents and this blog.
The question must be asked, with the continuing rip offs by RDA, including part of the $3.7 million trade training centre to be established behind Carenne, all of which involve Michael Auld - is Michael Auld Bathurst's biggest con-artist?

Mary Housler's stupidity and a rebuttal of her claims
Last evening, Carenne Support secretary and employee - Mary Housler posted on this blog refuting allegations that she had posed as Carole McDiarmid and put a letter to the school community about the claimed death of Terry Neal. She challenged me to provide evidence that it was in fact her that posted it, so here is the evidence for all to see.
In her posting she also claims:
- That she has not posted since January 2010. This is false, there are a number of documented postings by Mary Housler, usually under the name "Mary H", but some also under "Anonymous" and "Guest" on this blog which are associated with her IP and email addresses.
- That Malcolm Barnett, Peter Harvey, Neil Moon, Paul Knight and herself have invited me to meet with them. This is not true. I have requested a meeting with Lyn Duncan, Neil Moon, Peter Harvey, Carole McDiarmid and Peter Riordan in the past. All of them have declined for me to meet with them. Malcolm Barnett contacted me after the site was hacked by Anonymous requesting a meeting, however I declined his meeting as I saw it as a case of too little too late. If Mr Barnett was serious he would have met with me sooner. I have never spoken to Mary Housler or Paul Knight.
- That nobody who posts on this blog is of the caliber of Carenne's staff. This is probably true as most of the people who post on this blog are against child sexual abuse, assaulting disabled students, corruption and down right incompetence. It takes a special sort of person to be able to do this to the level that Carenne staff do.

Carenne Support's travel support rort
A Carenne Support whistleblower has come forward to expose the latest rort by the corrupt Carenne Special School associated organisation. It has been learned that for almost two months, Carenne Support has required two travel support officers on its Lithgow bus - one for the student from Lithgow who was locked in the Carenne torture room and sat on and another for the rest of the students on the bus.
According to the whistleblower, Dave Graham claimed that the student from Lithgow required a male to accompany him to and from school. This was granted by the education department, who is now paying for two travel support officers on the one run.
According to the whistleblower, the new escort was part of a rort organised by Mary Housler, Geoff Salmon and Dave Graham. Carenne Support recently learned that next year it will only be paid from the time it picks up its first student unless it has to detour by more than 5 kilometres to pick up the escort. As the travel support officer on the bus was Dave's wife, Carenne Support would not be entitled to the extra money so Carenne Support decided that a second travel support officer needed to be allocated to the run so it could be paid the 15% travel support loading next year.
"Mary Housler told me herself that they wanted another travel support officer allocated to the run so that they wouldn't be as out of pocket for as much next year," said the whistleblower.
"Mary wanted the travel support officer allocated early so it didn't look like they were trying to rort the system,"
"Now the department is paying double for the travel support on that run."

On the rear of the bus is a label saying that the bus is proudly supported by the Bathurst Bulldogs Rugby Club. Just what support is being provided to Carenne Special School for the bus, which is actually owned by Carenne Support?
Are they aware of the evidence provided by hacker group Anonymous showing that Carenne Special School has been charged by Carenne Support for using buses which were purchased for it?

Cop with nine lives to return to Bathurst area
Scott Russell, the corrupt police officer who keeps getting away with unprofessional behaviour is returning to the Bathurst area according to nedkelly.
nedkelly told Carenne Gate that she was told by Simone Russell yesterday that it was safe for her to return to work because Scott was coming back from Colleanabri and would protect her and "take care of all the bastards causing trouble for their family."
In the past, Scott Russell has been implicated in leaks of police information, harassing staff at McDonalds in Bathurst, harassing and threatening Lyn Duncan, being involved in the cover up of his pedophile son Jeremy and threatening people making complaints about his family.
It is frightening that someone as corrupt as Scott Russell with a chip on his shoulder is returning to the area in a position of responsibility where people he has threatened are.

Access arrangements questioned
A number of Carenne Special School staff have contacted this blog and questioned the after hours access arrangements at the school.
Staff claim that corrupt teacher, Michael Auld is allowed access to the school 24 hours a day, virtually unchecked so he can carry out work to the school's computers. They claim this work isn't being done and that the school's computer system is the worst it has ever been.
"Auld is there every weekend and after 7PM most nights to fix the computers yet nothing works, what is he doing?" said Gretel.
Another staff member said that Michael Auld was the person who let contractors in after hours and questioned why. "Michael can do whatever he likes, he lets contractors in because Neil lives in Orange. Nobody checks what he does. You can drive past and see him loading things into his car. It's just a joke," said another Carenne whistleblower.

Michael Auld lies about holidays, ransacks classroom
Corrupt Carenne Special School teacher Michael Auld claimed that he was at the school most days over the holidays to fix the school's computers. A number of Carenne staff have today ontacted Carenne Gate to report that he lied about why he was at the school.
Carenne staff have alleged that Auld failed to fix most of the computer problems at school. "He was there almost every day but my computers are still not working, what was he doing?" asked one staff member.

Carenne staff have alleged that Auld failed to fix most of the computer problems at school. "He was there almost every day but my computers are still not working, what was he doing?" asked one staff member.

Moon blamed Auld for poor records, missing property
According to education department whistleblower, Carenne Special School has a history of its property going missing and during a recent audit, principal Neil Moon laid the blame squarely at the feet of Michael Auld.
According to SEA Snitch, the school's annual audit found that a number of new items obtained by the school had not been entered into the school's asset register and had gone missing. "Nobody at Carenne knows where anything is according the auditor. He said that you can walk out the door with something and nobody would ever know it was there to begin with because there are no records," said the whistleblower.
"The department gave Carenne a number of new computers, none of which were entered into the asset register. Asset management should be able to look at the system and see where everything is at any given time but someone at Carenne couldn't be bothered to enter it."
SEA Snitch said that ordinarily, the school's principal and administration manager were responsible for ensuring assets were entered into the asset register, but Neil Moon claimed that he had delegated the task to Michael Auld.
"When the chips were down for Moon, he quite plainly said 'I told Michael to do that, I didn't know it wasn't done'."
According to SEA Snitch, a number of school items had been loaned to staff but there was never any proper record of who it was lent to.
Carenne staff have told Carenne Gate that Michael Auld was made responsible for ensuring electronics such as CD players, TVs, projectors and computers were recorded properly. They claim that most often he didn't do it and items curiously went missing.

Carenne Support tender should be torn up: DET official
A high-level DET official has told Carenne Gate that the corrupt organisation at the centre of the Carenne Gate saga, Carenne Support should have its tender under the Assisted School Travel Program torn up for a number of reasons.
The official told Carenne Gate that one of the key aspects of the tender was being able to comply with the Department of Services Technology and Administration's Business Ethics Statement.
"It is critical for suppliers to the state government to be able to comply with the BES, one of the key aspects of this is declaring any conflicts of interest. The tender submitted by Carenne Support has a letter claiming that they use the funds from their bus service to fund therapy services at Carenne Public School but this isn't considered by them to be a conflict of interest," said the official.
Whistleblowers at Carenne School say that there was a large conflict of interest in the process as Terry Mahony, one of Carenne Support's directors was a principal of the school and knew details of other operator's runs including what they were paid. The whistleblowers also claim that David Graham, who was given the task of preparing the tender couldn't do it and it was instead done by Helen Windsor, Carenne School's administration manager.
According to the DET official, if Helen Windsor did complete the tender there would be a massive conflict of interest. "A DET employee putting in the tender for a contractor is a serious breach of the departmental code of conduct and the contractor or proposed contractor's tender should be thrown out."
The official also claims that Carenne Support's tender should be invalidated because Carenne Support has a history of unethical conduct. "This is an organisation directed by someone who leaks personal information on this blog, someone who attacks whistleblowers in the street, who stole vehicles from the local community and who has put in false pay claims."
The official told Carenne Gate that despite Carenne Support being ineligible to tender that he believed it would be offered a contract. "Organisations such as TRAILS and Carenne Support can do what they like because they are school-based charities. The department thinks because our people run them they are clean but most of the time they are not,"
The tender process is expected to run through the early part of 2011. Carenne Gate will keep in touch with the official and report on what happens.

Carenne staff questioned by DET
With a plethora of lawsuits pending against the Department of Education and Training and Carenne Support, a team from the department's legal branch descended upon the school on Friday to interview a number of staff, past and present.
The Carenne Saviours claim that as with most of these 'interview days' as they are now called, the department calls on those which it knows will lie and say what it wants. One Saviour told Carenne Gate:
"Of course they are going to lie for the department, they know that they need to cover their own hides now. They know that they need to either set someone else up or deny it happening."
Of most concern is claims by Carenne staff that staff from the legal branch have asked for documents to be falsified or to go missing. "Terry Mahony openly boasted that he was asked by the department's solicitors to make up a contract for Nathan Carter so they could use it in court," said Barracus.
With the number of issues at Carenne it is time that senior staff start putting pressure on Peter Harvey to clean up the school.

Strange staffing practices continue at Carenne
Despite coming under fire for employing friends and family over others, using nepotistic procedures when filling permanent positions and allowing a teacher who wasn't approved by the Department of Education and Training to teach for a number of weeks, senior staff at Carenne are still resorting to truly bizarre staffing practices.
It has been learned that on Tuesday the 21st of September, Lucy Thornton declared she was relieving for School Administration Officer Rhonda Griffiths and paid accordingly, despite relieving School Learning Support Officer Simone Russell who was working in the office in Ms Griffith's place. It appears that executive staff at Carenne neglected to consider what would of happened if Mrs Thornton had been injured or if a student was injured, because as far as anyone knew, Mrs Thornton was working in the office.
Even more bizarrely, Anne Baskerville's SLSO was away for the day and because Sue Sewell was working on another class that day, she arranged to have a 16 year-old female student from Laurie Healey's classroom assist her for the day. The school executive and in particular Laurie Healey allowed a disabled 16 year-old student to assist a teacher with looking after six high-support needs students.
During term 2, Anne Baskerville sucessfully had Neil Moon employ another aide for the class as she claimed the workload and supervision required in that room showed that it was necessary. For most of term 2, the class was supervised by three adults. Mr Moon terminated funding for this arrangement in term 3, and despite Ms Baskerville's claims that the room needs three adults, she allowed a 16 year-old student to work as an aide.

Following a tragic house fire in Bathurst a few weeks ago where a young child lost their life, Bathurst West Public School ran an appeal for parents to donate items to help the family to get back on to their feet.
According to staff of the school, a stroller which was of high-quality and in excellent condition was donated to the family but was removed by principal Toni MacDonald who took the stroller home, presumably for her own friends and family. Mrs MacDonald's greed deprived a family who has just lost everything the stroller.
The incident highlights the truly malignant state of the school system in the Bathurst district and shows that while Carenne Special School may have some of the most serious issues in the district, other schools have problems as well which points to poor leadership by Peter Harvey and Carole McDiarmid.

Parents may be called upon to keep class budgets afloat
According to information and documents received from Carenne Special School whistleblowers, a number of classes have used their budget for the year and now parents may be called upon to keep key school programs such as cooking afloat.
According to the information, Michael Auld, Peter Richards, Laurie Healey, Nadine Dwyer and Ros Luther have exhausted their class budget for this year, with another three months to go in the school year. According to an email between Helen Windsor, Carenne's new administrator and Neil Moon leaked to Carenne Gate last week several classes are close to or have exceeded their budget and parents may need to contribute money towards independent living schools programs for those classes if the programs are to continue until the end of the year.
According to one Carenne Saviour, a conversation took place between Mr Moon and Mrs Windsor last week where she told him that she was concerned about the amount of money Michael Auld had been putting down for work experience activities associated with the Riding for the Disabled Association.
