Nedkelly alleges that Neil Moon told her that an investigation was being carried out by EPAC to determine if fraud had been committed by the driver. Nedkelly says that Neil Moon told staff that it was because of the 'vigilance' of the school's office staff that the fraud had been detected as they noticed that she had declared that she worked on days that she had other people who were unauthorised work for her.
Moon then told staff that if they could remember any issues with the driver to let him know as he was putting together a file on her for EPAC.
Nedkelly said:
"I couldn't believe the c---, standing there telling us all that she was under investigation and what for. He had a smug fucking look on his face like he was happy about it. He laughed when he said that she was being investigated by EPAC."The incident shows that Neil Moon does not have the integrity to be principal and that he will happily give out information to his staff when it suits him that he should keep confidential.

The office staff should rightly be praised where there efforts of vigilance has uncovered a fraud.
The staff should rightly be congratulated and I note that under Neal Moon leadership he implemented reforms within the school concerning financial accountability and those reforms have paid off and Neal deserves to be congratulated.
Cheryl Chaplin has been reported to the police over her fraud by the Department and Bathurst Detectives are investing the matter and it is likely Cheryl will be charged.
Neal Moon was also authorised by EPAC investigators to inform staff and I note EPAC specifically requested they he inform all staff as it is necessary so Carenne Staff could keep a watch out to see if further fraud is occurring as well as to exercise extreme vigilance with processing accounts to do with Cheryl Chaplin.
Further more more the disclosure was to staff was made so as to allow staff with any information concerning the fraud to come forward to provide that information

He is entitled to the presumption of innocence and the DPP terminator those proceedings because they were brought by a private prosecutor without any merit or any prospect of a conviction.
The DPP found that the proceedings were vexatious, frivolous and an abuse of the process and discontinued them.

I thought you would all be interested to know that it has been discovered that the human faces that Jenny O'Neil brought on to her bus so she could make false allegations against people has now caused a serious public health threat and lead to students being diagnosed with HIV.
The human faces that was on Jenny's bus is suspected of having contained HIV blood and two students have been diagnosed with HIV one being Andrew Nitschke and Joshua Northey have been diagnosed with HIV.
It has been reported that the students ate the faces after being told to do so by Jenny O'Neil.
If your child has been aboard a bus driven by Jenny O'Neil it is imperative that you give consideration to having your child tested for HIV as symptoms may not appear for many years after exposure.
The Public Health Unit is investigating this matter and it is likely Jenny O'Neil will be charged. The Public Health Unit will be contacting potential victims in the coming days

There was no evidence of sexual abuse and all other ways of transmission are considered very unlikely.

The DPP terminated those charges brought by Nathan Carter. Those charges were laid by Nathan Carter personally as is the right of any person to lay charges.
Mr Carter brought criminal charges in the local court against persons being Terry Neal, Neal Moon and Lee Churches.
Those charges were brought to court personally and the DPP and any law enforcement had nothing to do with those charges being brought to court.
The DPP has a right when a private citizen lays criminal charges to take over the charges and discontinue them.
The DPP did that because the DPP found the charges were vexatious, frivolous and were an abuse of the court process.
As well it was assessed that there was no prospect of a conviction and no evidence to support the charges.
Furthermore Mr Carter was ordered to pay legal costs for the prosecution.

Carenne provides new RFS recruits
SENIOR students from Carenne School are breaking new ground.
They have been successful in being accepted by the Chifley Zone Rural Fire Service to join the Bathurst District RFS Cadet Program for 2012.
Every Monday for the past month the students have been involved in the program which gives them the basic firefighter skills needed as part of the initial volunteer training program of the RFS.
Volunteers from Eglinton and Raglan Brigades bring their category one tankers to the Riding For The Disabled car park, at the rear of Carenne school, to help with the theoretical and practical parts of the course.
Carenne is fortunate to have three staff members as trained volunteer RFS firefighters.
Teachers Michael Auld, Ellen Sutton and assistant principal Terry Neal are members of the Peel, Raglan and O’Connell brigades and help the other volunteers.
Greg Ingersole (Eglinton Brigade) and Pat Linane (Raglan Brigade) and Rebecca Phillips from Chifley Zone headquarters are also involved with the practical instruction of the program.
Terry Neal from Carenne said he believes the cadet program is the first in the state to be presented that caters for students with a disability.
“We are very much treating it as a trial, but at this early stage, we are predicting that the program will be a success,” he said.
“If so, we will recommend it to other schools with students with disabilities, and go on to support and allow them to train in a program that would not necessarily be thought of in their Life Skills Stage 6 curriculum.”
Mr Neal said they may need to take more than the normal 10 weeks to complete the course, but that is OK with the RFS, the instructors and the students and parents.
“We aim to get them to be very well practiced in all the practical parts of the course in the Monday afternoon session, learning valuable practical skills such as tanker familiarisation, equipment and appliance use, water pumping, hose management, hydrant/extinguisher use etc,” he said.
“We will be covering such things as basic first aid, involvement with other emergency services, emergency practices and fire overrun drills, car fires, pole fires, grass/bush fires, RFS ranks and responsibilities and working as a team.
“We can do the theory during the week in their normal class sessions.”
