Carenne Gate can reveal that Cheryl Chaplin, the long-time bus owner who transports disabled students to and from Carenne Special School has seriously breached the Special Needs Transport Service rules by using an unapproved escort on her vehicle.
Carenne whistleblower "Jake Rosenberg" reported that yesterday, Cheryl Chaplin used Roy Bligh, a former department employee as an escort on her Trunkey bus. She claims that she was told about it by Neil Moon after he discovered that Bligh was not an approved escort. Rosenberg claims that Moon had an obligation to report the incident but instead asked her to do so.
Another Carenne whistleblower, known as the "Aurtistic Saviour" told Carenne Gate that it is just one breach in a long line of breaches by Chaplin. "I can't believe this woman to be honest, she is a complete fool for doing something so stupid when she is despised at Carenne."
The incident shows that the department needs to clean out operators at Carenne.

Also all the bus contractors are in a bit of trouble for failing to display there drivers licenses in the vehicle so passengers can see as it a requirement of the contract as we understand some nuisance parent rang up Assisted Student Travel Unit to complain about it.
Also on the afternoon at school pick up time on Wednesday March 26 the Assisted Travel Unit will be coming to Carenne to do a surprise check on vehicles as well as to see who is driving and to check on who escorts are etc.
Also they will be covertly following some runs on Wednesday afternoon to monitor for whether the contractors are driving safely and to see if kilometers match up.
They let Neil Moon know in advance as they rang up asking for his permission to do the surprise inspection and Neil has told Carenne Support.

NSW Police are investigating the matter and Inspector Chris Marlow from NSW Police who is attached to the Department's School Safety and Response Unit is conducting the investigation.
He has come up to Bathurst to interview staff already and spoke with staff at a meeting and he will be speaking to staff on the staff development day along with Stan Zabkar, Leader, Incident Management and Sara Thorley Smith Director School Security at several schools in Bathurst on the Term 2 staff development day.
We have been informed that he is seeking the advice of the Commonwealth DPP as to whether there is sufficient evidence to charge Julie Brown for using a carriage service.

I was telephoned by Neil Moon Friday afternoon to tell me that if Roy was on the bus the following week I was not to put my son on the bus as he is not approved. He gave me his mobile number and said to call him immediately if this occurs.

The School Safety and Response Unit of the Department has a police officer who is attached to it provide advice on major security issues related to public schools throughout the entire state and the police officer acts as a liaison between the Department and police on high level policy advice.
