A stunned parent has reported seeing Melinda Gavin striking a student while driving past the school today.
The parent claims that at 1:30PM today she was driving along Research Station Drive when she saw Melinda Gavin walking a student along the ramp near the demountable classrooms on the back oval. She saw Mrs Gavin raising her arm and then striking the student. The stunned parent stopped near the fence of the school and observed Mrs Gavin striking the student across the face and back another two times. She tried to get a photograph but having only a mobile phone on her it couldn't capture Mrs Gavin who was around 50 to 100 metres away.
The parent rang the school and asked to speak to the principal, Neil Moon but was told by Helen Windsor he was busy. She told Mrs Windsor that she was parked near the back fence and had observed the abuse of a student, to which Mrs Windsor said "rubbish" and hung up on her.
The incident is another in the long history of improper behaviour management techniques at the school amounting to abuse.

I thought you might be interested to know that Bathurst Police has put out a directive to all officers that they will no longer investigate any allegations regarding Carenne unless the Chifley LAC Commander approves the investigation first.
It states that anyone who approaches police with a complaint surrounding Carenne should be warned that making false allegations is a crime and offered the opportunity to withdraw there complaint. If the person still wishes to precede police should investigate them for making a false complaint. It also police should purse such investigation as a priority so as to make an example of such people and that they should be charged with all possible offences if they have made a false complaint so as to deter others.
It also goes on to state that any child abuse allegations should only be referred to JIRT if Peter Harvey, Neil Moon and Malcolm Barnett believe a criminal offence actually occurred. The directive also states that police should avoid attending the school unless it’s a triple 000 call.
The directive says that police will speak to Peter Harvey, Neil Moon and Malcolm Barnett to get there views as to whether the allegation is vexatious.
It also states that if Peter Harvey, Neil Moon and Malcolm Barnett state the allegation is likely to be vexatious they should be taken at there word and only in exceptional circumstances should police investigate an allegation contrary to there advice. The directive also states that the alleged crime should not be accepted on the COPS system and be rejected so as to avoid the crime statistics going up.
Also Bathurst Police are starting up another investigation into the Carenne Gate Affair as Mr Salmon has been bothering Bathurst Police about it. Bathurst Police have got advice from the Commonwealth DPP about this website and have advised that there is sufficient evidence to charge people. I understand Bathurst Police Criminal investigation unit are going to be interviewing suspects over the coming weeks.

I have decided to come clean with the corruption at Carenne Support. I admit that Carenne Support has been corrupt and has breached its contract for student transport.
I informed the Department today of that and detailed my involvement in that fraud as well as the involvement of many others. I admit that I and many others hatched a plan to overcharge the Department for student transport by lying about many things.
I also note that many directors of Carenne Support received payments from Carenne Support well in excess of there out of pocket expenses. Essentially Carenne Support has been functioning as a business for some time.
I also admit that there has been corruption surrounding student therapy and funding from ADHC. This funding was not used in accordance with the contract and only certain students got the benefit of it. Also ADHC was billed for therapy sessions that never occurred.
Also the donations that Carenne Support receives have been simply given to myself and many others and not use for Carenne. I note that Carenne Support has been used Geoff Salmon to hide money from his creditors.
Also Carenne Support has been involved in Medicare fraud. What occurred was there is a program known as Enhanced Primary Care Program. The Enhanced Primary Care Program allows people with chronic health conditions to receive 5 sessions from allied health professionals.
What we did with a GP in Bathurst was we got him to make these plans referring the students to Christine Porter and the GP would create a plan under the program he would receive payment for Medicare for creating the plan so that’s why he did it. We than bulk billed Medicare for sessions as well as ADHC essentially we were double dipping. Also we billed Medicare for students who did not even get any sessions from us. This plan was created by Christine Porter.
We have also received donations from many large businesses of expensive items such as iphones which we took for our personal benefit.
I sincerely apologise for my actions and will suffer the consequences in due course.

I have got some big news Neal Moon will be leaving Careene School for good as he has got a promotion to school education area director in Sydney. He will be leaving at the end of this year.
I understand that Terry Neal is the preferred principal for Carenne so as to allow Michael Auld a promotion to Assistant Principal. I understand his brother Duncan Auld who works at Bathurst District office has been responsible for him getting this promotion by pulling strings.
I understand that Carole McDiarmid has spoken to human resources and asked for the principal's position to not be advertised or filled by someone wanting to transfer. I understand that Terry Neal will not even be interviewed for this position and will simply be appointed. This is occurring due to the unique features of Carenne and Human Resources have approved it. Also Carole McDiarmid has told Neal Moon not to tell anyone at Careene he is leaving and apparently the plan is everyone will return in Term 1 to find out Neal Moon has left.

Melinda Gavin was today charged with Common Assault as a result of a complaint made to police by a concerned parent who allegedly wittnessed the assault occur. Bathurst Police have taken the view that a court could be satisfied beyond reasonable doubt based upon the witnesses statement that an assault occured. She is due to appear in Bathurst Local Court on Friday 13th of January 2012

The Department is facing further legal proceedings over Carenne School. The Department is being sued by the parents of Melissa Harris due to Melissa being sexually assaulted by Jeremy Russell. The proceedings were commenced last week in the District Court against the Department also being sued are Simonee Russell, Jeremy Russell, Lee Churches and Lynette Duncan over the whole affair.
It is understood there is going to be an interview day at Carenne on Monday with Legal services staff and EPAC.
Also senior DEC officials are going to attend Bathurst on Monday for crisis talks and the department’s media response to this lawsuit.

I thought you would be interested to know that principal of Orange Public School Toni MacDonald has been charged by police for stealing funds from Bathurst West Public's P and C which were meant for air conditioning class rooms. It is understood Toni MacDonald used the funds to buy herself a car. She has been suspended from duty pending the outcome of court procedings.
