Cheryl Chaplin breaches SNTS rules

Carenne Gate can reveal that Cheryl Chaplin, the long-time bus owner who transports disabled students to and from Carenne Special School has seriously breached the Special Needs Transport Service rules by using an unapproved escort on her vehicle.

Carenne whistleblower "Jake Rosenberg" reported that yesterday, Cheryl Chaplin used Roy Bligh, a former department employee as an escort on her Trunkey bus. She claims that she was told about it by Neil Moon after he discovered that Bligh was not an approved escort. Rosenberg claims that Moon had an obligation to report the incident but instead asked her to do so.

Another Carenne whistleblower, known as the "Aurtistic Saviour" told Carenne Gate that it is just one breach in a long line of breaches by Chaplin. "I can't believe this woman to be honest, she is a complete fool for doing something so stupid when she is despised at Carenne."

The incident shows that the department needs to clean out operators at Carenne.

Auld boosts numbers in Bill Sewell's class

Bill Sewell, a staunch supporter of Carenne Special School when he owned Bill's Pet Paradise continues to be looked after by Carenne.

Already Bill's wife Sue, also Di Poole, an officer at district office's sister has been guaranteed block work resulting from her husband's former support. According to jrosenberg, Sewell is an incompetent aide and shouldn't have a job at Carenne.

Bill Sewell is a teacher at Bathurst TAFE where he teaches animal studies. At the beginning of this year, enrollment numbers dwindled so Michael Auld conspired with him and fellow Labor Party man Mike Clancy to enroll students in his course. Without these students Sewell would have been without a job.

One patent contacted Carenne Gate to report that their child was forced to do the course and didn't wish to do it.

It shows how Carenne continues to protect it's depends while doing little for students.

Responsibilities blurred at Carenne for years: Rosenberg

Carenne Special School whistleblower, "Jake Rosenberg" has spoken out about teachers leaving aides unattended with students in direct defiance of their role statement, child protection rules and against the advice of their union.

Rosenberg reports that it is common practice at Carenne for teachers to leave the classroom for extended periods and expect for the aide to supervise students. Rosenberg also says that aides have been asked to use their own vehicles to transport groups of students to and from work placements. She claims that this practice has been supported by successive principals from Jock Roxborough through to Neil Moon.

When Rosenberg raised the issue with Mr Moon, she was told not to be a "whinger" and to just do her job.

Rosenberg claims that the worst culprit for leaving their aide unattended with students for extended periods is Anne Baskerville. "She leaves her aides all the time, she might get a call from Neil Moon to go to another class to settle a student down but most of the time she is outside speaking, cuddling and kissing [name removed]."

Rosenberg says she is concerned about what would happen if there was an incident in the class while Baskerville was off doing something else. "It's the class for the really disabled kids, the ones that need to be looked after more than the rest, she shouldn't be off frolicking with other students or being called to other rooms, it's wrong."

Rosenberg says that the problem is spread throughout the school. "Peter Richards, Michael Auld, Ros Luther, they all leave aides unattended with students. On work experience days aides and teachers take kids to work in their own cars."

Barracus told Carenne Gate that the practice of taking students to work placements by both teachers and aides needed to be re-evaluated.

"I have told Neil Moon that it is asking for another allegation to be made. There were allegations that Anna Blackburn and David Withyman were getting intimate to and from work and TAFE, what's to stop that happening again. Nothing. Of course, you know what Moon did? Blew me off!," said Barracus.

According to documents by the Public Service Association, School Learning Support Officers (formerly teacher's aides) are not to supervise students. They are also not to take them to and from work experience or other activities. Only teachers can supervise students. The PSA recommends that any SLSO who is pressured to do this should contact them.

What it shows is that once more, the executive of Carenne are incapable of following the department's child protection guidelines. It also shows the appalling leadership qualities of Mr Moon who will not listen to concerns from his staff.

"I leaked Police information to Peter Harvey": Jake Rosenberg

Following the revelation on this blog that Brian Carter's complaint may have been a protected disclosure, long-time Carenne whistleblower, Jake Rosenberg has admitted to leaking information which she was told about Police matters to Peter Harvey. Rosenberg told Carenne Gate "I have done things I should not have done and they are going to have to come out before one of the bitches of Eastwick nail me."

In her confession to Carenne Gate, Jake Rosenberg claims that she told Peter Harvey about information she was given by Simone Russell. Rosenberg states that she was told by Russell that Brian Carter had been charged by police with something, which she told Mr Harvey. She claims that she was then asked by Harvey to get more information so that he could report it to the department's Employee Performance and Conduct unit.

Rosenberg then spoke to Russell who told her she had her husband, a member of NSW Police, Scott check with some friends in Bathurst who told him what Mr Carter had been charged with. Rosenberg said that Lee Churches was bitterly disappointed when Brian Carter was acquitted in court. Rosenberg recalls a conversation with Churches where she said -

"I was sure we had that curly haired poofter there, we will have to make sure we set him up for something else."

hatho provides partial proof of email being leaked

Former member of the group of staff at Carenne Special School identified as the Klan turned whistleblower, "hatho" has provided Carenne Gate with partial proof that special transport manager Gail Vasic and Carenne principal Lyn Duncan leaked a complaint email to a hacker via Carenne Support CEO and then director Christine Porter.

We reported last month that Vasic had been involved in the leaking of a complaint by "Jake Rosenberg"

In the email, Duncan acknowledges that the contents must remain confidential as a student is named. Hatho claims that Duncan provided the complaint email to Porter so that a hacker known only as "Nick" could trace who Jake Rosenberg was.

It shows the dirty tactics senior DET staff will go to to protect themselves.

Jrosenberg claims that the department's child protection unit threatened her

A Carenne Special School whistleblower, jrosenberg alleges that the education department's Employee Performance and Conduct unit (which includes the Serious Misconduct Unit and Child Protection Unit) threatened her for making a series of anonymous and serious complaints anonymously about her concerns at Carenne.

Rosenberg told Carenne Gate that she had previously made complaints about certain staff at Carenne in the same manner and that it was encouraged by Meredith Brown, Peter Harvey and Gail Vasic. She was told by her union that the only way to be certain of protection was to make the complaints anonymously.

Almost one year on from the threat, Rosenberg has decided to go public about the threat made by Malcolm Barnett, who describes himself in the email as "Chief Investigator".

In the email, Barnett tells Rosenberg that he is concerned about her continued claims for anonymity and that failure to come forward and assist the department could be considered to be misconduct. Rosenberg believes that Barnett was threatening to have her investigated for misconduct due to making the complaints.

The NSW Ombudsman acknowledges that complaints may be made anonymously and that anonymous complaints still receive protection under whistleblower legislation. There was no reason why the complaints could not have been dealt with by Barnett, he instead turned a blind eye to them and threatened the whistleblower involved. Mr Barnett should be criminally charged under the whistleblower legislation, but as we have seen on this very blog, the authorities are uncomfortable in taking action against certain DET staff.

When Rosenberg asked Barnett what protection could be offered to her if she came forward, Barnett didn't reply further showing how disinterested he was in the complaints.

Rosenberg states that by this stage she had heard a number of remarks made about her pseudonym Jake Rosenberg by Lee Churches, Simone Russell and Lyn Duncan. Some of these included threats to choke Rosenberg, to make sure she was dismissed, to ruin her or to attack people in her family.

The behaviour of Mr Barnett and senior Carenne staff show that they will do anything to suppress complaints.

Paul Knight claims Jake Rosenberg is Brian Carter, makes threats, calls him a "rock spider"

The chairman of Carenne Support's board of directors, Paul Knight has responded angrily to information from "Jake Rosenberg" in relation to leaks from within his organisation.

In his first response, Mr Knight tells Rosenberg "if you are a real man lets catch up and sort things out man to man."

Rosenberg alleges that she responded asking if Mr Knight was threatening a woman. It is common knowledge that the alias Jake Rosenberg is used by a female Carenne Saviour.

Mr Knight's response indicated that he believed Jake Rosenberg was Brian Carter and that he had put up with "12 months of heartache for one reason, A bus driver lets call him Jake did the wrong thing and was sacked. If this driver lets call him Jake or Brian wasnt doing the wrong thing we wouldnt have all this shit going on would we".

Mr Knight then goes on to say that Jake Rosenberg, who it is clear at this point he believes to be Mr Carter will get what is coming to him and that he should "hide under the rock you spider" indicating he is calling Rosenberg a rock spider.

This further demonstrates the types of thugs and bullies the Carenne Saviours are dealing with every day and the character of people that Gerard Martin, Member for Bathurst is protecting.

Peter Harvey has a spy at Carenne Special School

Despite claiming that he supports staff at the Carenne Special School it has been revealed that schools director Peter Harvey has a spy in the school.

The woman who uses the alias "Jake Rosenberg" has provided me with evidence that she had been in almost daily communication with the local schools director after being asked to be his eyes and ears in the school. She claims that she was called to district office earlier in the year after making a series of complaints about child protection matters at the end of 2008.

During this meeting, Rosenberg claims to have been asked to report back to Mr Harvey on things which happened in the school. He was particularly interested in knowing about the activities of the group of staff we call the Klan.

It would appear that Mr Harvey doesn't support staff in the school as much as he claims
